I'm a go ahead and point out some questions already raised that we can go ahead and try and answer, so these are great jumping off points.

Basic Rules: Still open to debate but for a general base
-Each leader will pick a type and they can choose the name of their badge. The leader chooses if they want single/double/triple battles. Gym leaders post a schedule of when they are free to battle.
-The first 4 non-gym-leader Gamefaqs users to defeat all 8 Gamefaqs gyms would constitute the first E4. They can use a team that isn't specific to one type. Then after that, every user who wants to be the champion must get all Gamefaqs badges (with any team) and defeat the E4 (using only one team, to simulate in-game E4). The first person to defeat the E4 would be the champion. ***Needs To Be Expanded***
-The champion would await other Gamefaqs users who defeat the E4. If the challenger wins, they dethrone the champion and his legacy will remain in the Gamefaqs Pokemon Hall of Fame (can make in Photoshop). If the challenger loses, they have to beat the E4 again from the start. I can make trainer cards (also in photoshop) that show your team or which badges you have and you put them in your sig

-How are the gym leaders chosen? That's open for discussion. We could have first come, first serve. Or highest karma among applicants. Or something else. Since there are 18 types, ideally we could have 18 gym leaders. Although I think it's unrealistic that we'll get that many dedicated users so we could start with 8.
-Would legends be allowed? Open for discussion.
-Use Smogon rules? I know there's a lot of users on Gamefaqs who aren't fond of smogon so maybe we can make a poll to see if we should use it.
The new gym leader can choose to be a new type that the old leader wasn't.
Other Questions
-Hey, could we have "regions" based on the different continents, so more people could be gym leaders, and there could be an Elite Four and champion for each set?
-allow defeated champions to displace gym leaders if they want, would probably slowly raise the overall gym leader skill level
-If you make this why would you go with any other rules then official rules?
In reviewing the thread i also noticed a bunch of people that would like positions like positions already taken... I'm not sure if we'd like to have initial battle offs for that position, personally not a fan cause then it may never stop and we can't get planted
