Gym Leaders
After the initial gyms are filled on a first come first serve basis, those Gym owners will have 1 week to set up their gym and 2 weeks to accept their first challenger.
As of now, we have 19 Gym slots with the inclusion of a Starter Gym. Any additional gym slots will be awarded only after 1/3rd of the current gyms agree. A Division of Leagues will require a majority vote.
Gym Leaders are expected to keep track of who has beat them under their Gym. Failure to keep a record may result in a loss of position.
Once an Elite 4 has been relieved from their spot, they are allowed to challenge any current gym leaders for their position in a same type vs. same type battle. If you allow a legendary from your challengers you can then bring a legendary, if you have no limit on challenger legendary Pokemon you can still only bring one legendary Pokemon.
Their is no requirement on your Pokemon as far as IV's or a perfect Pokemon, and the gym can pick the rules for their challengers. Challengers must abide by the rules given for the specified gym. The gym leader must also follow the typing and theme as well as the gym rules. If you notice a challenger/leader has done something out of bounds please politely let him know, chances are it's a mistake or miscommunication and easily rectified. If their is still a problem talk about it with other gym leaders.
Elite 4 and Champion
The Elite 4 are required to follow the No Legends, No Smogon Ubers but beside that are free to pick their teams. We would love if you choose a theme for your team as replicated in the games but it isn't necessary. The teams must be set before the initial battles and should be communicated to challengers if asked.
Once a challenger has defeated 8 gyms, and a Elite Four Position is open, they can choose to join the Elite 4 or challenge the current champion, if the championship is vacated they become the first champion..
Once a challenger has defeated 8 gyms, and a Elite Four Position is not open, they can challenge the current champion. If the current champion does not accept the challenge within 1 week he will forfeit his championship.
If in the case a challenger defeats the champion the defeated champion has the choice of becoming an Elite 4 member. The longest standing Elite 4 will then be able to challenge up to 5 gym leaders for control of the gym using the same type or theme the gym currently has.

If a Challenger doesn't defeat a gym, and a rematch wasn't specifically stated by said gym leader,they will have to win two other gym badges before challenging the gym that the lost to again. If their are no other badges left to collect the challenger must wait 1 week.
If a Challenger has 8 badges and losses an E4 match they will have to defeat another E4 member or a gym leader before challenging the same E4 member. If their is no other E4 or gym to challenge they must wait 1 week.
Challengers must abide by the rules given for the specified gym. The gym leader must also follow the typing and theme as well as the gym rules. Challengers who are constantly hounding or repeatedly messaging for gym battles will be less likely to receive battles and may be removed without warning.

Additions to the rules will be agreed upon by 1/3 of the leaders, but can be rescinded by a later majority vote. Any modifications to current rules will be ratified after a majority vote. In the chances of a tie the current E4 will vote and in pursuant of a tie the current League Champion will have final say. If none of these exist in chances of a tie their will be ruled a no contest and be voted upon once positions are filled.
